Objective

The San Bernardino City Unified School District was losing thousands of dollars each month to thieves stealing the copper in school air conditioning units. The school district police needed to augment its ability to protect both property and students with a district-wide intelligent surveillance system.

Solution

VectorUSA was engaged by the school police to design a cost effective surveillance system for school sites and critical district facilities. The directive was that the system should add a higher level of protection for students and staff, protect district property, and act as a “force multiplier” for school police officers in the field.

VectorUSA designed and implemented a state-of-the-art, digital IP-based intelligent surveillance system. The designed system is an “open architecture” platform utilizing OnSSI Software, Sony high-definition cameras, Cisco infrastructure and HP servers. School sites are viewed “real time” on a video wall in the school police dispatch center, also designed and installed by VectorUSA. All video footage is stored on the HP site server for 30 days and event footage can be stored indefinitely on the districts central storage area network.

The design also took advantage of the existing analog surveillance system at several District sites. Analog systems were seamlessly integrated into the new digital system, reducing overall costs. The Intelligent Surveillance system was installed in two Phases. Phase 1 consisted of 32 locations and Phase 2 consists of 42 school sites and administration buildings. Since implemented, 44 arrests and 22 convictions have been directly attributed to the Intelligent Surveillance System. In addition, the District was able to decrease its quarterly vandalism budget from $750,000 to $250,000 because of the reduction in graffiti, theft and damage to school property.
